1.0 Introduction:
Weber County Junior Posse
Weber County JR Posse was founded in January 1956 by the Weber County Mounted Sheriff’s Posse.
The purpose of the Posse is:
1.1General powers and Responsibilities:
The WCJP shall be governed by the Central Committee Officers. These Officers includes a President, Vice President, Treasurer and Secretary position. The duties of the Central Committee Officers are to establish policies and directives governing business and programs directly linked to the association. The Central Committee Officers shall delegate to each individual posse leader subject to provisions of the rules or bylaws the authority and responsibility to see that these rules are appropriately followed.
Each Posse will have a set of bylaws that are in line with the minimum County Bylaws. Each posse will submit their bylaws to the county by May1st of each season. If any changes are made to these bylaws they must be resubmitted to the Central Committee Officers.
The Central Committee will hold annual meetings in the spring before the season starts to make plans and in the fall to review the year at a time and at a place to be selected by the Central Committee Officers.
It is the posse leader’s responsibilities to make sure all horses, members and teams adhere to the rules. Unless otherwise stated in the rulebook, violations of the rules will result in a disqualification. The President, Vice President and Posse leaders of the WCJP have printed this book which sets forth the rules of the WCJP for all events. These rules are to be used by judges, parents, and posse members as written with no changes for individuals or clubs without the approval of the Central Committee Officers.
1.2 The Central Committee Officers:
The Central Committee Officer positions are responsible for the following duties. Other positions and assignments can be assigned by the Central Committee as they see fit.
President: Spokesperson for the entire organization, Oversee and Manage the following events: Jamboree, Cherry Days, Pre-Rodeo, Queen and Cowboy Contest, Coca-Cola and Larue Enterprises rodeo night, opening social, county fair, conflict resolution, approval of horse vetting, and others. Actively seek sponsors for all Weber County Jr. Posse events.
Vice President: Help the President oversee and Manage the following events: Jamboree, Cherry Days, Pre-Rodeo, Queen and Cowboy Contest, Coca-Cola and Larue Enterprises rodeo night, opening social, county fair, conflict resolution, approval of horse vetting, and others. Actively seek sponsors for all Weber County Jr. Posse events. Take charge in the event the President is unable.
Secretary: Shall be responsible for the recording of minutes for all meetings, keeping records at events of timings and teams. Maintaining the entire Weber County Jr Posse roster of participants and registration forms. Maintain record of each posse’s individual bylaws. Actively seek sponsors for all Weber County Jr. Posse events.
Treasurer: Shall be responsible for all finances of the Weber County Junior Posse with approval of entire Central Committee. Shall be responsible to collect all entry fees and dues for any county event. Shall be responsible to pay for prizes and awards or other expenses as approved by Central Committee.
The Central Committee Officers will remain in office until they resign, request a formal leave of absence, or forced into resignation.

Resignation- If a Central Committee Officer would like to resign their duties they must provide a written letter of intent to the remaining officers with their resignation effective date.
Leave of Absence- If for any reason a Committee member needs to step away for temporary reasons (health, family, professional reasons) then a formal letter should be written to the remaining officers stating their request as well as a date to when they will resume their duties.
Forced Resignation- At any time if an Officer is not operating under the bylaws and procedures, or promoting an unified Committee appearance an Officer may be forced into resignation. The Central Committee Officers reserve the right to appoint and or remove a Committee member if it is deemed necessary for the safety of its association participants or for any other reason deemed appropriate after a discussion with the remaining Committee Members and each Posse Leader. Remaining Central Committee Officers and Posse Leaders may vote to remove a Central Committee Officer in a formal meeting where as the entire Central Committee and a leader from each Posse is present and the Officer who is being asked to leave is aware of the meeting agenda. The remaining Central Committee will have 3 votes and each Posse is allowed one vote for a total of 10 votes. The majority vote will rule and be the final decision.
1.3 Posse Leaders:
All leaders are required to be at least 21 years of age. Leader assistants may be younger and may help with day to day running of each individual posse under the supervision of the leader. Assistants under the age of 21 may not however be left alone to teach or assist without the presence of an adult posse leader. It is best to have 2 leaders or parents at all posse events to ensure safety of our kids and our leaders. Each Posse Leader shall create bylaws to be voted on by their individual Posse’s and make sure everyone understands and has a copy before joining their Posse. Posse Leaders are also responsible to try to resolve any problems within their Posse before coming to the Central Committee. Posse leaders will be asked to serve on committees to approve new posse groups and on conflict resolution committees as needed. If a Posse leader wishes to resign for any reason please contact the Central Committee to inform them before a new leader is named so that the proper procedure can be followed in approval and appointing a new leader.
1.4 Appointment of Posse Leaders:
The appointing in or out of a leader will be done by the Central Committee Officers and the remaining posse leaders. The Central Committee Officers reserve the right to appoint and or remove a leader if it is deemed necessary for the safety of its association participants or for any other reason deemed appropriate after a discussion of its board members. It is not necessary to conduct a meeting in this situation if all members of the Board agree to the action that needs to be set forth. If an existing Leader leaves for any reason, new Posse leaders must be approved in a meeting with the Central Committee and remaining Posse leaders.
1.5 Creating a new Posse:
When creating a new posse the following guidelines must be followed.
1.6 Qualifications for Posse Membership
All posse members in good standing who are 7 years old and no older than 18 or the summer of their senior year of posse, on or before September 1st of the previous posse season may represent their posse in any team or individual event.
A posse roster must be submitted and all dues for the WCJP must be paid to the treasurer by June 1st. Failure to pay dues on time will prevent participation in events such as Cherry Days, Queen and Cowboy Contest, Jamboree and Pre-rodeo. Changes or additions to the club roster may be made from the second Tuesday in June to July 3
Members may only belong to one Posse at a time and may only represent the Posse they are a member of.
All members are required to complete a registration slip which is signed by them and their legal guardian.
Roster is to include Leader and Assistant Leader names and contact information.
It is the posse leaders responsibilities to make sure all horses, members and teams are within membership rules and age limits.
Queen and Cowboy contest age groups
7-10 as of Sept 1st of previous year
11-13 as of Sept 1st previous year
14-18 as of Sept 1st previous year
i. Coca Cola Barrels, LaRue Poles, Cherry Days, and Jamboree teams
Junior Age Group 7-12 as of Sept 1st of previous year

Members will have the opportunity to participate in Parades, Cherry days, Jamboree, Ogden Pioneer Days rodeo events during the week of the July 24th , Weber County fair, as well as any other events organized by Central Committee.
1.7 Dress Code
Dress code will be strictly enforced and failure to comply will disqualify a member from participation.
2.Royalty in Queen attire will not be required to have a collar for western attire.
b. Each Posse may determine what is worn during Grand Entry at Cherry Days and Jamboree. Each posse will also determine what will be worn during timed events at Cherry Days and Jamboree such as club T- shirt but each member must be dressed alike. Long pants and western boots with heel are still required. NO Tank Tops or Bare Midriffs allowed.
c. Royalty is required to be in Rodeo Queen Attire for girls and Western Attire for boys for all events except for cherry days and jamboree timed event competition. Royalty will be required to wear Queen/Western attire during the entire Pioneer Days rodeo to represent the Posse not just during Pre Rodeo.
d. Coca Cola and LaRue members will be required to wear their respective shirts for
all parades and Pioneer Days Rodeo events. Please wear shirts during entire
rodeo, not just pre rodeo
e. If any Posse club decides to wear hats during a timed event it will
be their responsibility to provide someone in the arena to pick up any hats that
fall off. Our timers and set up people are busy and are not able to pick up hats.
1.8 Creating teams for Jamboree and Cherry Days:
Each individual posse is responsible for creating their own teams for jamboree and County fair. Teams should be presented to the Central Committee two weeks in advance to each event. Changes may be made to teams when necessary.
1.9 Posse Participation at Events:
Each posse group is responsible for setup and tear down of their assigned event during Cherry Days and the Jamboree. This includes providing the necessary gear needed for the event.
Poles- Plain City & Little Mountain (2 Sets of poles needed)
4-in-a Row- Hooper Circle H (6 barrels, and 8 poles needed)
Barrels and Speed Barrels, Pony Express & North Ogden (6 barrels total)
Keyhole- West Haven & Hooper Renegades (chalk)
Weber County Jr Posse Central Committee will provide: Stop watches, Water race cups, Water Race jars, Water race food coloring and Tape.
In addition to being responsible for an individual event, each posse must supply the Secretary for the county with a list of 5 names, phone number and email address of individuals that will be present for the events and that will help with timing. Once all names have been received the county secretary will assign timers to specific events. These timers are required to be present in the event they are assigned or find someone to fill in for them. In the event the individual does not appear for their pre-assigned event the posse in which that supplied their name will not be allowed to compete.
1.10 Safety:
Safety for our riders, families and the general public is our number one concern. Anything other than walking horses outside of the arena will not be tolerated. If found to be in violation of this policy the rider will be asked to leave the event.
Other Safety Rules may be implemented by individual Posse Leaders for their respective Posses and will be supported by the Central Committee.

GENERAL INFORMATION
2.0 GENERAL RULES:
Note: When a judge/steward is in doubt of any penalty or infraction, and if it is not clearly stated in the rule book, the benefit shall always be given to the contestant or team.
3.0 Posse Events
Listed below is the approved posse events and rules. Any other activity or event must have the approval of the Central Committee in order to be considered a WCJP Event.
3.1 GRAND ENTRY:
A Grand Entry will be held at Cherry days and Jamboree. It will be a judged event. All riders must be listed on the official WCJP roster to be inside the arena!!
3.2 Weber County Royalty Contest:
3.3 Coca Cola Barrels and LaRue Pole rules and guidelines:
The winners for these events should be the fastest members from each posse for the age groups consisting of 7-12 and 13-18 as of September 1st of the previous year. Winners will be determined based upon their times in the event in which they are competing. Posse Leaders must submit the Coca-Cola and LaRue contestant names no later than June 25th at 7 p.m. to the Central Committee. Please include Contestants Name, Posse Name, Shirt Size Y8-Y16, or Adults mens S-XL and which team, Coca-Cola or LaRue.
The winners of these events are required to fulfill the following obligations. If they are not able to do so they must forfeit all prizes and gifts received by them at which time the second place individual will receive said items and become the representative for WCJP.
5. Rotating years an additional rider name may be submitted for a spot for Junior Barrels & Senior Poles, the other year is Junior Pole and Senior Barrels.
2019 The following Posses will submit an additional Name for Junior Barrels, and Senior Poles.
Little Mountain, Plain City, Hooper Circle H
Each one of these posse should submit:

2- Senior Pole Bending Rider Name

Posse’s will take turns and sit out on sending the additional riders in the following years.
3.4 4 IN A ROW
Set Up: Six poles, Four poles for the patterns and two for the starting line, three barrels.
Rules: Team is comprised of 4 members. Each member will run the event simultaneously. (Nose to tail). Team members must run the entire event in the same order they start. No team member may pass another member. Riders will start the pattern on the right or left side of the poles. Riders will weave past all four poles and proceed around all three barrels. (You will not circle each barrel). After running a triangle around all three barrels, riders will weave back through all 4 poles. The final rider will circle the last pole before proceeding to cross the finish line.
A five second penalty will be given for each pole or barrel that is knocked over.
Poles are set using the same standard as pole bending. Twenty feet to the first pole and twenty one feet between poles.
The barrels are set at the end of the poles in the same manner as barrels are set up. The barrel pattern will be set using a forty foot pattern if the arena permits. The barrel pattern will be set forty feet from the end pole.
3.5 TEAM BARRELSSet Up: Three standard barrels, poles for starting line, electric timer (if available), timers (if electric timer not available)
Rules: The barrel race is a 10 (ten) member team. Standard barrels of metal or plastic will be used. Barrels will be set up as arena size permits and may vary between arenas. Contestants are allowed a running start. The pattern is the traditional clover leaf pattern and may start to the left or right barrel.. (A right turn and two (2) lefts, or a left turn and two (2) rights). There will be no penalty for a rider reaching out to steady a barrel. If a barrel is knocked over it’s a +5 second penalty. A broken pattern consists of turning before the barrel, or anywhere except around the barre lor crossing back over the starting line. Broken pattern may be re-traced and fixed. Crossing the starting line before the current runner nose is crossing the starting line is a 5 second penalty.
3.6 Coca Cola BarrelsSet Up: Three standard barrels, poles for starting line, electric timer (if available), timers (if electric timer not available)
Rules: This is an individual event. Standard barrels of metal or plastic will be used. Barrels will be set up as arena size permits and may vary between different arenas. Contestants are allowed a running start. The pattern is the traditional clover leaf pattern and may start to the left or right barrel. (A right turn and two (2) lefts, or a left turn and two (2) rights). There will be no penalty for a rider reaching out to steady a barrel. If a barrel is knocked over it’s a +5 second penalty. In Coca Cola Barrels a broken pattern will result in a no time. Broken pattern consists of turning before the barrel, or anywhere except around the barrel or crossing back over the starting line.
3.7 WATER RACESet Up: Coffee Mugs Will be Provided by WCJP each cup must be the same size for each team. One wide-mouth quart jar, and one ten quart bucket of colored water per team will also be provided. Extra colored water to refill buckets as needed, poles for starting line, lime to mark foul line for bucket horse, timers.
There will be eight members on a team. The starting line will be twenty feet from the bottle stand. There is a 6 minute time limit on this event. If a team is not finished within 6 minutes they will not continue and will receive a no time.
Rules: One person on the team holds the bucket full of colored water on his/her horses butt behind a line marked one hundred twenty feet from the starting line. If the contestant holding the bucket (or his/her horse) crosses the line, the team will be given a five second penalty for each time the line is crossed. There will be no penalty for steadying the water stand. The other seven members on the team ride one at a time from the starting line with the coffee cup to the bucket where they will fill the coffee cup with water to fill the jar. A steward will signal when the rider's water fills the jar, and time will be taken when that horse's nose crosses the finish line. Crossing the starting line before the current runner nose is crossing the starting line is a 5 second penalty
3.8 TEAM POLE BENDINGSet Up: There will be six poles in a straight line. Poles must be standard white or red, white, and blue striped plastic poles 1 ¼ to 1 ½ inches in diameter with bases less than fifteen inches in diameter. Poles must be six feet high. The first pole will be placed twenty feet from the starting line. All other poles will be twenty-one feet apart. Barrels will be used to mark the starting line. Lime or rope marker to mark each pole's spot, electric timer (if available), timers (if electric timer not available).
Rules: A team of ten horses and riders will compete in this event. Each rider may start on either side of the first pole and run the horse to the number six pole, turn and bend back through the poles, pivot the number one (1) pole and bend back to the number six pole, pivot and race back straight to the finish line. There will be no penalty for reaching out with hand or arm to steady a teetering pole. If a rider knocks over the pole there is a +5 second penalty for each pole. A broken pattern may be re-traced and fixed. Crossing back over the starting line during a run is a 10 second penalty. Crossing the starting line before the current runner nose is crossing the starting line is a 5 second penalty.

3.10 TEAM KEYHOLE RACESet Up: Lime, tape measure, or measuring jig, timers, and extra stewards. The keyhole will have the following dimensions: The center of the circle will be one hundred (100) feet from the starting line. The diameter of the circle will be twenty (20) feet. The width of the neck is six (6) feet with the length of the lane ten (10) feet. The outline of the keyhole will be marked with white powder (lime).
Rules: This is a ten (10) member team event. Each rider will ride their horse from the starting line through the neck into the interior of the keyhole, execute a turn to the right or left, return back across the starting line. There will be a five (5) second penalty for each foot of the horse that steps on or over any line marking the keyhole with a maximum of four (4) feet (20 seconds) per horse. However, a rider will not be penalized to come back in the circle and finish the pattern. Crossing the starting line before the current runner nose is crossing the starting line is a 5 second penalty.
3.11 Team Speed Barrels
This is Junior Age event.
Set Up: 3 barrels in a strait line placed 20 feet from the timer and 20 feet in between each barrel. Timers and 3 barrels needed
Rules:Team of 10 riders takes turns running through the pattern of weaving in and out of barrels down and back.
3.12 Rescue Race
Rescue race may be run as per arena conditions and under the direction of the Central Committee. Rider will run down determined length and pick up another member and both will ride back across timeline. Junior riders may use a barrel to help mount the rescue horse.
4.0 TIMED EVENTS
(Unless otherwise stated in the rulebook, violations of the written rules will result in a disqualification.)
Entrance and exit points for each arena event shall be designated and all contestants in these events must enter and exit from the same designated gate as directed by show management.
All timed team events will be timed from the nose of the first horse to the nose of the last horse both at the starting and finish lines. If any part of two horses is across the starting line at the same time, the team will be assessed a five second penalty.
Poles are to be used as markers at the start and finish line, except in the Pole Bending event, when barrels will be used as markers. Markers must be 30 feet apart if arena conditions permit.
Each timed event will have a Judge that will sit with the timers assigned to verify qualifying runs and it will be their discretion for disqualified runs. If necessary, Judge and Back Up Timer may be the same person.

- To Provide a fun and safe environment where its members can demonstrate and learn new skills while working together as a team.
- To teach all Posse members and the public different ways to enjoy western the riding horse.

- To provide enjoyment and amusement for posse members and the general public.

Remaining Central Committee Officers and Posse Leaders may vote to remove a Central Committee Officer in a formal meeting where as the entire Central Committee and a leader from each Posse is present and the Officer who is being asked to leave is aware of the meeting agenda. The remaining Central Committee will have 3 votes and each Posse is allowed one vote for a total of 10 votes. The majority vote will rule and be the final decision.
1.3 Posse Leaders:
All leaders are required to be at least 21 years of age. Leader assistants may be younger and may help with day to day running of each individual posse under the supervision of the leader. Assistants under the age of 21 may not however be left alone to teach or assist without the presence of an adult posse leader. It is best to have 2 leaders or parents at all posse events to ensure safety of our kids and our leaders. Each Posse Leader shall create bylaws to be voted on by their individual Posse’s and make sure everyone understands and has a copy before joining their Posse. Posse Leaders are also responsible to try to resolve any problems within their Posse before coming to the Central Committee. Posse leaders will be asked to serve on committees to approve new posse groups and on conflict resolution committees as needed. If a Posse leader wishes to resign for any reason please contact the Central Committee to inform them before a new leader is named so that the proper procedure can be followed in approval and appointing a new leader.
1.4 Appointment of Posse Leaders:
The appointing in or out of a leader will be done by the Central Committee Officers and the remaining posse leaders. The Central Committee Officers reserve the right to appoint and or remove a leader if it is deemed necessary for the safety of its association participants or for any other reason deemed appropriate after a discussion of its board members. It is not necessary to conduct a meeting in this situation if all members of the Board agree to the action that needs to be set forth. If an existing Leader leaves for any reason, new Posse leaders must be approved in a meeting with the Central Committee and remaining Posse leaders.
1.5 Creating a new Posse:
When creating a new posse the following guidelines must be followed.
- New Posse application must be filled out and filed with the central committee prior to any other actions.
- The new Posse may not encroach upon and or damage any existing Posse.
- The new leaders must provide to the Central Committee by February 1st , at the start of the new season, the names and contact information of its members and legal guardians
- Twelve members are required for a new posse unless submitted in writing a good reason as to why there is not twelve members but no less than ten. At which time the Central Committee Officers will get together and determine if there is a true need for an additional posse.
- The new posse will provide the Central Committee Officers with a posse name and colors along with location and time they will be practicing.
- After reviewing all pertinent information those seeking to be leaders of said new posse will be invited to the spring meeting held in March. Where they will be able to address the Central Committee Officers and all active posse leaders as to why they would like to join Weber County Jr Posse Association.
- In a closed meeting the Central Committee Officers and active Posse leaders will vote on validity of the new posse and its leaders. After which the new leaders will be given the final decision of the Association and its representatives.
- All decisions are final.
1.6 Qualifications for Posse Membership
All posse members in good standing who are 7 years old and no older than 18 or the summer of their senior year of posse, on or before September 1st of the previous posse season may represent their posse in any team or individual event.
A posse roster must be submitted and all dues for the WCJP must be paid to the treasurer by June 1st. Failure to pay dues on time will prevent participation in events such as Cherry Days, Queen and Cowboy Contest, Jamboree and Pre-rodeo. Changes or additions to the club roster may be made from the second Tuesday in June to July 3
Members may only belong to one Posse at a time and may only represent the Posse they are a member of.
All members are required to complete a registration slip which is signed by them and their legal guardian.
Roster is to include Leader and Assistant Leader names and contact information.
It is the posse leaders responsibilities to make sure all horses, members and teams are within membership rules and age limits.
Queen and Cowboy contest age groups

11-13 as of Sept 1st previous year

i. Coca Cola Barrels, LaRue Poles, Cherry Days, and Jamboree teams

Members will have the opportunity to participate in Parades, Cherry days, Jamboree, Ogden Pioneer Days rodeo events during the week of the July 24th , Weber County fair, as well as any other events organized by Central Committee.
1.7 Dress Code
Dress code will be strictly enforced and failure to comply will disqualify a member from participation.
- Western attire is required for all Pioneer Days Rodeo events.
2.Royalty in Queen attire will not be required to have a collar for western attire.
b. Each Posse may determine what is worn during Grand Entry at Cherry Days and Jamboree. Each posse will also determine what will be worn during timed events at Cherry Days and Jamboree such as club T- shirt but each member must be dressed alike. Long pants and western boots with heel are still required. NO Tank Tops or Bare Midriffs allowed.
c. Royalty is required to be in Rodeo Queen Attire for girls and Western Attire for boys for all events except for cherry days and jamboree timed event competition. Royalty will be required to wear Queen/Western attire during the entire Pioneer Days rodeo to represent the Posse not just during Pre Rodeo.
d. Coca Cola and LaRue members will be required to wear their respective shirts for
all parades and Pioneer Days Rodeo events. Please wear shirts during entire
rodeo, not just pre rodeo
e. If any Posse club decides to wear hats during a timed event it will
be their responsibility to provide someone in the arena to pick up any hats that
fall off. Our timers and set up people are busy and are not able to pick up hats.
1.8 Creating teams for Jamboree and Cherry Days:
Each individual posse is responsible for creating their own teams for jamboree and County fair. Teams should be presented to the Central Committee two weeks in advance to each event. Changes may be made to teams when necessary.
- Splitting teams: If Posse has more than 25 riders they may split their team evenly. Posse may choose how to split up team into two different teams, Kids must stay on the same team for each event. Treating it like they were two different posse’s for each event minus the Coca Cola and Larue runners.
- If a Posse decides to split teams the grand entry will still be judged as an entire Posse and each split team will receive the same points for grand entry
- Assigning teams: Each member in the posse must be on at least two teams before any member can be on a third team. Everyone will be on a 3rd team before anyone is on a 4th team unless age related
1.9 Posse Participation at Events:
Each posse group is responsible for setup and tear down of their assigned event during Cherry Days and the Jamboree. This includes providing the necessary gear needed for the event.
Poles- Plain City & Little Mountain (2 Sets of poles needed)
4-in-a Row- Hooper Circle H (6 barrels, and 8 poles needed)
Barrels and Speed Barrels, Pony Express & North Ogden (6 barrels total)
Keyhole- West Haven & Hooper Renegades (chalk)
Weber County Jr Posse Central Committee will provide: Stop watches, Water race cups, Water Race jars, Water race food coloring and Tape.
In addition to being responsible for an individual event, each posse must supply the Secretary for the county with a list of 5 names, phone number and email address of individuals that will be present for the events and that will help with timing. Once all names have been received the county secretary will assign timers to specific events. These timers are required to be present in the event they are assigned or find someone to fill in for them. In the event the individual does not appear for their pre-assigned event the posse in which that supplied their name will not be allowed to compete.
1.10 Safety:
Safety for our riders, families and the general public is our number one concern. Anything other than walking horses outside of the arena will not be tolerated. If found to be in violation of this policy the rider will be asked to leave the event.
Other Safety Rules may be implemented by individual Posse Leaders for their respective Posses and will be supported by the Central Committee.
1.11 Horse Qualifications and Rules
- Participants must use the same horse in all competitions. Other horses may be used in parades and Pioneer Days grand entries for the safety of the rider. The horse to be used for the season should be declared to the individual Posse Leader before the first official competition of the season.
- Horses may not be shared by two posse members and may only be used in one posse.
- The use of any horse other than the declared horse will result in disqualification of the involved member or members from the event in which it occurred.
- Sick or Lame horses should not be used in any posse competition. It is the Central Committees discretion to declare a horse unfit for competition in order to protect the integrity of the WCJP.
- A sick or injured horse may be changed with a Veterinarian note explaining why a horse should not be used for competition. Once Horse is vetted out it can no longer be used for that year. If a horse is vetted out a participant can ride a new declared horse the remainder of the season. If a horse is vetted out a new horse may not be used for Coca Cola Barrels or La Rue Poles.
- Refusal of a horse to run. A member may try to get their horse to run in the team events as many times as they want throughout the teams run. A member may try to go first and if the horse refuses the next team member may run and then the member may try to get their horse to run again. If the horse refuses again the next member may run and the problem horse may try to go again and so on until everyone on the team has run. If the horse refuses to run after each member of the team runs they may continue to try to run for 2 minutes. If the horse still refuses to run the team may elect to run another team member so they can have a qualified time with 10 riders or they may elect to leave the arena. The arena director or judge will have final say of the time allowed for the horse to try to run.

GENERAL INFORMATION
2.0 GENERAL RULES:
- When the National Anthem is being played, Hats should be removed. (See United States Flag Etiquette.)
- Integrity of the Event: The intent of each event will be maintained as listed in events rules. There will be no creative interpretation of the rules of an event or giving one team an advantage over the other teams. Any creative interpretation of the rules will be considered a gimmick and not allowed.
- All steward and timers must be instructed and have watches checked before the start of each event.
- Unless otherwise stated in the rulebook, violations of the rules will result in a disqualification.
- Resolving of Conflicts: All conflicts should be resolved within each individual posse, at no time should a member or guardian approach a Central Committee Officer without their elected posse leader. Keep all concerns and conflicts out of social media at all times. Failure to do so could result in disciplinary action. Social media may be used to boost WCJP and its individual posse’s only
- Unresolved conflicts: If a conflict cannot be resolved within the individual posse the opposed person may petition the Central Committee Officers for a non-refundable fee of 25 dollars that will be placed in the WCJP account to be used for prizes and other items needed for the association. To schedule a meeting contact the acting President or Vice President of the Central Committee and a determination will be made on if there is cause for the meeting. If a meeting is determined appropriate by the Central Committee, they will schedule and inform the opposed party of the time and place for the meeting. The opposed party, a representative from each posse, and all Central Committee Officers are required to attend the meeting. A decision and appropriate course of action will be voted on during this time. All decisions are final and non-negotiable.
- Those entering the competition area including members, leaders, parents, and volunteers must adhere to the dress code and all members competing horseback must be on the WCJP roster.
- A member, leader, or parent may be disqualified or banned for unsportsmanlike conduct.
- No member or parent will be allowed to approach a timer or judge during any competition to voice disagreement or questions. Members may approach a judge after a judged event (queen and cowboy contest) is over to ask for advice but not to disagree with judgement. Parents may accompany members but only to give support to member, not to talk to judge.
- A member may be disqualified or banned for any inhumane treatment or cruelty to an animal, such as raw or bleeding sores on the horse's head or mouth from a bit or hackamore. Hitting or whipping a horse in front of the shoulder will not be tolerated.
- Awards will be handed out after the show is over.
- Protest: A protest must be filed with the officials before the start of the next event to allow winners to be chosen and awards handed out. The protest must be presented by the posse leader.
- In case of any foul or show provided equipment problem, the team must pull up immediately and ask for a rerun. If contestants continue and go through completion for any event, no protest may be filed.
- Everyone in every event will get a time regardless of a disqualification if they finish the event. This will be in case a protest is filed by any participant.
- All contestants and/or horses may only be entered in an event one time.
- During official timings, a member will receive a NO TIME if any of the following occurs:
- Horse or rider breaks the timer barrier premature to the end of their run.
- Rider or horse do not complete the pattern. If a mistake happens and rider fixes the mistake and complete the pattern they will be given a time.
- Rider falls off of horse prior to crossing the timer barrier at the end of their run.
- No rider may use a cell phone while in the arena.
- Equipment or tack failure in any event that requires the team to leave the arena will be a disqualification. No time or rerun will be given.
- Gates will be closed when all teams are in the arena and remain closed until the last person of all teams has finished the event. Gates will remain closed during all single events.
- There will be no major rule changes made between rulebooks unless it is a safety issue.
Note: When a judge/steward is in doubt of any penalty or infraction, and if it is not clearly stated in the rule book, the benefit shall always be given to the contestant or team.
3.0 Posse Events
Listed below is the approved posse events and rules. Any other activity or event must have the approval of the Central Committee in order to be considered a WCJP Event.
3.1 GRAND ENTRY:
A Grand Entry will be held at Cherry days and Jamboree. It will be a judged event. All riders must be listed on the official WCJP roster to be inside the arena!!
3.2 Weber County Royalty Contest:
- Each posse may send the below approved members to compete for WCJP royalty. The winners of this competition will be required to represent the Association at Ogden Pioneer Days Rodeo each night along with the parades that are associated and any event in which the association is asked to assist with (I.E. Special Needs rodeo). WCJP will provide a list of mandatory events for the royalty at the meeting following the Queen Cowboy competition.
- All boys are able to compete in the competition. The girls should be the individual posse’s Queen, 1st princess, and 2nd princess along with the runners up for these positions. Each individual posse is responsible for determining the spots within their own organization.
- The winners of these events are required to fulfill the obligations determined by WCJP if they are not able to do so they must forfeit all prizes and gifts received by them at which time the second place individual will receive said items and become the representative for WCJP.
- Each winner will be leased their traveling horse banner in regard to the title they hold. Banners will be in good condition and clean when given out. Banners must be returned in the same manner. If Banners are not returned in the same condition the royalty member/family will be responsible for a replacement fee of $50.00
- You are an example to young impressionable kids, and as such, you must ALWAYS conduct yourself in an exemplary manner.
- Contestants must wear the same outfit throughout the entire contest
- Horsemanship - Horsemanship patterns will be provided at the spring leader meeting in March. It is each contestants responsibility to know the correct pattern. Queens and 1st Princess along with All Around Cowboys and Wrangler will be required to demonstrate ability to carry a flag on horseback during the horsemanship portion of contest.
- Chaps will not be permitted during any part of the judged competition.
- No tack regulations all tack is legal.
- Interviews – each contestant will be interviewed privately by the judges. Questions asked may test the contestant’s knowledge of the pageant and posse, rodeo, horsemanship, horse science, current affairs, or personal (goals, etc.). This could also include knowledge of tack, horse care, feeding, diseases, anatomy, etc.; knowledge of professional rodeo, its history, organization, rodeo terminology or , standard events, championship standings, and awareness of the PRCA and WPRA. Central Committee will make sure judges understand that questions need to be age appropriate.
- Appearance and modeling for Queens will be a publicly viewed event. Also short age appropriate impromptu question for Cowboys and Queens will be a public viewed event. Queens will be judged on the ability to show their outfit with poise and grace. Queens and Cowboys will be judged on their personality, projection, ability to have fun, and how they handle themselves in an impromptu question setting..
- Written test – A written test will be given based on rodeo, horsemanship knowledge, and community knowledge.
- Horsemanship patterns will be made available by March 1st for the upcoming contest.
3.3 Coca Cola Barrels and LaRue Pole rules and guidelines:
The winners for these events should be the fastest members from each posse for the age groups consisting of 7-12 and 13-18 as of September 1st of the previous year. Winners will be determined based upon their times in the event in which they are competing. Posse Leaders must submit the Coca-Cola and LaRue contestant names no later than June 25th at 7 p.m. to the Central Committee. Please include Contestants Name, Posse Name, Shirt Size Y8-Y16, or Adults mens S-XL and which team, Coca-Cola or LaRue.
The winners of these events are required to fulfill the following obligations. If they are not able to do so they must forfeit all prizes and gifts received by them at which time the second place individual will receive said items and become the representative for WCJP.
- All horse parade. If you are WCJP Royalty and also a Coca Cola or Larue contestant you need to find a fellow member to substitute for this event as you will need to represent the county as royalty. You will not however be required to surrender you prizes and gifts in this situation. Please provide the substitutes with your shirt so they may represent these sponsors in a professional manner.
- Each year is different...the Central Committee will work with the Pioneer Days committee to get a voucher for each participant granting them entry into the rodeo. Family members and friends are required to purchase separate tickets for this event.
- You will be required to participate in the grand entry the night of your event. There will be a mandatory meeting where you will receive important instructions on how the event is going to take place before the rodeo begins. The meeting is usually held on the bridge by the contestant entrance at Pioneer Days stadium. Please be sure to have at least one guardian present at this meeting. Posse leaders it is strongly recommended that you be present for this meeting as well if you have members participating in these events
- Each posse is allowed to submit one Junior and One Senior rider name for each event. (Total of 4 riders)
5. Rotating years an additional rider name may be submitted for a spot for Junior Barrels & Senior Poles, the other year is Junior Pole and Senior Barrels.
2019 The following Posses will submit an additional Name for Junior Barrels, and Senior Poles.

3.4 4 IN A ROW
Set Up: Six poles, Four poles for the patterns and two for the starting line, three barrels.
Rules: Team is comprised of 4 members. Each member will run the event simultaneously. (Nose to tail). Team members must run the entire event in the same order they start. No team member may pass another member. Riders will start the pattern on the right or left side of the poles. Riders will weave past all four poles and proceed around all three barrels. (You will not circle each barrel). After running a triangle around all three barrels, riders will weave back through all 4 poles. The final rider will circle the last pole before proceeding to cross the finish line.
A five second penalty will be given for each pole or barrel that is knocked over.
Poles are set using the same standard as pole bending. Twenty feet to the first pole and twenty one feet between poles.
The barrels are set at the end of the poles in the same manner as barrels are set up. The barrel pattern will be set using a forty foot pattern if the arena permits. The barrel pattern will be set forty feet from the end pole.
3.5 TEAM BARRELSSet Up: Three standard barrels, poles for starting line, electric timer (if available), timers (if electric timer not available)
Rules: The barrel race is a 10 (ten) member team. Standard barrels of metal or plastic will be used. Barrels will be set up as arena size permits and may vary between arenas. Contestants are allowed a running start. The pattern is the traditional clover leaf pattern and may start to the left or right barrel.. (A right turn and two (2) lefts, or a left turn and two (2) rights). There will be no penalty for a rider reaching out to steady a barrel. If a barrel is knocked over it’s a +5 second penalty. A broken pattern consists of turning before the barrel, or anywhere except around the barre lor crossing back over the starting line. Broken pattern may be re-traced and fixed. Crossing the starting line before the current runner nose is crossing the starting line is a 5 second penalty.
3.6 Coca Cola BarrelsSet Up: Three standard barrels, poles for starting line, electric timer (if available), timers (if electric timer not available)
Rules: This is an individual event. Standard barrels of metal or plastic will be used. Barrels will be set up as arena size permits and may vary between different arenas. Contestants are allowed a running start. The pattern is the traditional clover leaf pattern and may start to the left or right barrel. (A right turn and two (2) lefts, or a left turn and two (2) rights). There will be no penalty for a rider reaching out to steady a barrel. If a barrel is knocked over it’s a +5 second penalty. In Coca Cola Barrels a broken pattern will result in a no time. Broken pattern consists of turning before the barrel, or anywhere except around the barrel or crossing back over the starting line.
3.7 WATER RACESet Up: Coffee Mugs Will be Provided by WCJP each cup must be the same size for each team. One wide-mouth quart jar, and one ten quart bucket of colored water per team will also be provided. Extra colored water to refill buckets as needed, poles for starting line, lime to mark foul line for bucket horse, timers.
There will be eight members on a team. The starting line will be twenty feet from the bottle stand. There is a 6 minute time limit on this event. If a team is not finished within 6 minutes they will not continue and will receive a no time.
Rules: One person on the team holds the bucket full of colored water on his/her horses butt behind a line marked one hundred twenty feet from the starting line. If the contestant holding the bucket (or his/her horse) crosses the line, the team will be given a five second penalty for each time the line is crossed. There will be no penalty for steadying the water stand. The other seven members on the team ride one at a time from the starting line with the coffee cup to the bucket where they will fill the coffee cup with water to fill the jar. A steward will signal when the rider's water fills the jar, and time will be taken when that horse's nose crosses the finish line. Crossing the starting line before the current runner nose is crossing the starting line is a 5 second penalty
3.8 TEAM POLE BENDINGSet Up: There will be six poles in a straight line. Poles must be standard white or red, white, and blue striped plastic poles 1 ¼ to 1 ½ inches in diameter with bases less than fifteen inches in diameter. Poles must be six feet high. The first pole will be placed twenty feet from the starting line. All other poles will be twenty-one feet apart. Barrels will be used to mark the starting line. Lime or rope marker to mark each pole's spot, electric timer (if available), timers (if electric timer not available).
Rules: A team of ten horses and riders will compete in this event. Each rider may start on either side of the first pole and run the horse to the number six pole, turn and bend back through the poles, pivot the number one (1) pole and bend back to the number six pole, pivot and race back straight to the finish line. There will be no penalty for reaching out with hand or arm to steady a teetering pole. If a rider knocks over the pole there is a +5 second penalty for each pole. A broken pattern may be re-traced and fixed. Crossing back over the starting line during a run is a 10 second penalty. Crossing the starting line before the current runner nose is crossing the starting line is a 5 second penalty.
3.9 LaRue Pole BendingSet Up: There will be six poles in a straight line. 3.10 TEAM KEYHOLE RACESet Up: Lime, tape measure, or measuring jig, timers, and extra stewards. The keyhole will have the following dimensions: The center of the circle will be one hundred (100) feet from the starting line. The diameter of the circle will be twenty (20) feet. The width of the neck is six (6) feet with the length of the lane ten (10) feet. The outline of the keyhole will be marked with white powder (lime).
Rules: This is a ten (10) member team event. Each rider will ride their horse from the starting line through the neck into the interior of the keyhole, execute a turn to the right or left, return back across the starting line. There will be a five (5) second penalty for each foot of the horse that steps on or over any line marking the keyhole with a maximum of four (4) feet (20 seconds) per horse. However, a rider will not be penalized to come back in the circle and finish the pattern. Crossing the starting line before the current runner nose is crossing the starting line is a 5 second penalty.
3.11 Team Speed Barrels
This is Junior Age event.
Set Up: 3 barrels in a strait line placed 20 feet from the timer and 20 feet in between each barrel. Timers and 3 barrels needed
Rules:Team of 10 riders takes turns running through the pattern of weaving in and out of barrels down and back.
3.12 Rescue Race
Rescue race may be run as per arena conditions and under the direction of the Central Committee. Rider will run down determined length and pick up another member and both will ride back across timeline. Junior riders may use a barrel to help mount the rescue horse.
4.0 TIMED EVENTS
(Unless otherwise stated in the rulebook, violations of the written rules will result in a disqualification.)
Entrance and exit points for each arena event shall be designated and all contestants in these events must enter and exit from the same designated gate as directed by show management.
All timed team events will be timed from the nose of the first horse to the nose of the last horse both at the starting and finish lines. If any part of two horses is across the starting line at the same time, the team will be assessed a five second penalty.
Poles are to be used as markers at the start and finish line, except in the Pole Bending event, when barrels will be used as markers. Markers must be 30 feet apart if arena conditions permit.
Each timed event will have a Judge that will sit with the timers assigned to verify qualifying runs and it will be their discretion for disqualified runs. If necessary, Judge and Back Up Timer may be the same person.
